Coyote is right in that you need to stay moving and stay behind cover, which can be found, but I don't think you need to redistribute your stats to do so. You should be able to remote control them or make them friendly etc.
I also believe most of the surface is unhackable, but there are small slivers which you need to find, they'll be red while the rest of him should be green, or so I think. As the fight goes on, you'll find more and have to blow those too.
I've defeated it several times, but I've always used grenades and guns, as well as quickhacks and gorilla arms/katana/other kinds of weapons.
Stay positive.
But the first time, even tho my V had decent gun skills, it took ages.
Then, I realised Myers wasn't telling me "Damn it, V! Find its weak points!" but was saying "SCAN it, V! Find its weak points!" lmao.
D'oh.
As the others said, get up higher to the side of the pool (it feels like its sitting in the middle of an empty swimming pool to me) and run round like a nutter.
There are guns and tons of ammo at the corners to use on it, watch the beam, you can jump up if you time it right.
It has a cool down point, a little like the big bots in fallout 4, where you can dash in and smack it close, but ya got to be quick.
If you are pure quick hacker tho, you should refund a point or two in skills and drop a point in the body tree to let you regen HP when running.
You can always refund the point back to where it was later, skills get infinite refund/reuse, unlike attributes.
Its a tough fight, to start off the DLC, but certainly doable.
Yeah, the moment i saw it I just knew it was going to go hostile and I was going to have to fight it lol.
Funny thing is, my main V (first one I tried the expansion with) is spec'd much like the Major.
Stealth, handguns, optical camo with crouch dash, up to 15int for stealth quickhacks.
And that's why I was running around the edge like a nutter, waiting for that moment to 'pull a Kusenagi' on it.
Even mentioned that to my input (was at his place, trying it out, him watching mostly)
He laughed, then I got the prompt to get in there.
'Oh, its ON! I'm going to Kusenagi you to death, you annoying.....'
