How's the GPU utilization and VRAM in-use? could it be other things in the bg? I mean a 16GB card it would take a LOT to be the problem, unless you've got some AI image generator chugging along in the background... re: up to date, so then my first guess is your latest nvidia driver is making the game unhappy and I'd roll it back a version or two as my first test. I would also check NVCP to see if you have any forced overrides.
Also next time, please post in the appropriate section, in this case Technical. You're coming in from a competitor, but at you least have an extensive Steam library and it's from the creator's own digital distribution platform and not ea/epic, but still, don't make work for Valve moderators, yeah? They have enough workload.

Maybe something else with super-sampling or anti-aliasing?
Both AIDA 64 and HWMontior show idle CPU temps hitting 100 degrees C.
The fans seemed a lot quieter than usual, barely any air was coming out the exhaust.
I am using Alienware command center to run the fastest available setting. But even this starts of loud and settles for relatively low hum. But for now the average FPS when bench marking is 62 fps with occasional drops to 42 fps.
Also next time i will post in the appropriate section. I usually buy on steam, i missed the sale and hence had to settle for gog.
