though fsr 3 is suppose to release in the near future but for now you could install the modded version. that'll 100% get you over 60 fps.
For benchmark purposes, I tested the game at 1440p (using DSR) on my 1080p set up and couldn't reach even 55fps without using AMD FSR aggressively (which looks ugly after a certain threshold), while also stripping down a bunch of FPS hungry settings, like fog, clouds, shadows and even city population.
(For reference, I use a GTX1080 TI 11gb + Ryzen 3600: 4.2ghz 6 core, 12 threads processor + 32gb 3600mhz RAM on a 24'' 1080p 165hz gsync monitor with SSD drives.
At 1080p, with fine tuned manual FSR settings and only clouds/fog quality turned down, with everything else running on high, ultra texture and medium/high shadows, I play at a respectable 74fps on average with low random dips at 54fps, especially whenever I walk or drive around my default Apartment (this area really stresses the fps). It never seems to go below 54fps though, so sometimes I barely notice it unless I hit a jitter spike.
It took me days to finely tune it to run this well, making slight adjustments to the FSR manual settings and made sure to utilize all my AMD CPU cores in the options.
Night time city and desert runs are very forgiving and remain at 74fps nearly through and through (I did cap my game at 75fps with vsync on, via Nvidia control panel to reduce heavy fluctuation. Without the cap, it can jump to 85fps or so in certain parts of the map, but driving up GPU heat/throttling is not worth it tbh). 73fps was my recorded average fps in the benchmark utility but the game seems to float on 74 for the most part.
I can cap it at 60fps, but I like the slightly smoother look at 74fps.
I also mildly undervolted my GPU to 95% power consumption rather than default 100% via MSI and kicked up my fan profile to work harder during high processing scenes, to ensure my card doesn't run past 65c with the hot zone holding at 70c, resulting in throttling (dropping fps).
The game looks absolutely great for me, considering there's no ray tracing or use of DLSS.
But if I want to upgrade to a 1440p monitor, I definitely will need a more powerful GPU to help keep my current visual settings with the same amount of fps.
Otherwise, I'd rather not bother with it, because part of the enjoyment of this game, is it's amazing visuals.
My CPU usage always floats at around 65% while my GPU is at 80% - 98%.
So in my case for this game, my GPU is the bottleneck.
I use the recommended CPU power management settings as well for my AMD chip so that doesn't overheat unnecessarily.
A side note, I do play with screenspace reflections turned on ULtra. I refuse to drop it lower. If I do, I will get more fps (about 10fps), but it will diminish the beauty, especially at night when the streets are wet. I made a conscious decision with this trade off. lol
In your current case, you might have to drop this setting to the lowest end and push FSR to work more aggressively or balance it out manually while turning up other less intensive settings to high. It's honestly a case by case scenario when it comes to Cyberpunk. Take a day off to run a bunch of tests until you find something (or if you find something) doable.
Try checking youtube for possible benchmarks that match your system specs. You might be able to find something that can help guide you better than we can about what settings to adjust for 1440p play with your GPU and CPU. There's excellent information on YT about which settings tank fps harder than others.
Wish you luck and hope you can find a method to play without reducing too much quality.
I just got 59.2 average doing my own tweaks. 1440p on a 1070. temps and load looked fine all around. (60 capped)
Thanks, I got there on 2.1. I don't know what these guys are talking about not getting there with a 2080 @ 1080p.

Yeah I should have TL'DR'd but I felt certain information can be helpful to those struggling to get a good frame count.
Well that's good about you reaching 59 fps with your personal tweaks. Hopefully it remains stable that way for most of your experience. Some parts of the game can randomly stress the performance.
There's a bar mission where one dancer tanked my FPS, any time I looked at her. Every other dancer posed no such issue. lol

And if we're talking the benchmark well in game fps is a lot lower then the benchmark. The pic below of my cpu shows quite a high average. But the cpu was the weakest link for me. Even with DLSS Framegen traffic or crowds would slow it down. Not to unplayable amounts but stutters here and there and below 60fps.
