Then follow this procedure:

1) Make sure to backup your save files. (saves are located here: %userprofile%\Saved Games\CD Projekt Red\Cyberpunk 2077\)
2) Disable Cloud Saves feature for Cyberpunk 2077 if you have it enabled.
3) Uninstall Cyberpunk 2077 on Steam and on your PC
Remove (Delete):
Cyberpunk 2077 folder in your client’s directory (Steam, GOG, EGS)
Cyberpunk 2077 folder from here: %userprofile%\Saved Games\CD Projekt Red\
REDEngine folder from here %userprofile%\AppData\Local\
CD Projekt Red folder from here: %userprofile%\AppData\Local
4) Restart your PC.
5] Install Cyberpunk 2077 again, on SSD for the best performance.
If you install the game on the same partition as you have the Operating System installed, ensure that the game isn’t blocked by Windows permissions settings -> install it on the drive root, not nested in some folders. Example path after installation:
C:\Steam\steamapps\common\Cyberpunk 2077.
6] Copy your save files to the newly created Cyberpunk 2077 folder in the location from step #1.
7) Run the game and see if it helped with the issue you encountered.
8) Re-enable Cloud Saves feature if you want.

you will need to purge your old saves as they will be unstable. If you are fine with this, especially since you can't even run the stuff ~
1. if the game can open and you can reach the load game screen you will need to delete the save games hiding in the game or it will save itself in the cloud unless you have all cloud disabled already. Close the game normally without starting a game after deleting all the saves in the menu.
2. look up or search for "%userprofile%\Saved Games\CD Projekt Red\Cyberpunk 2077" on your computer
3. delete probably everything there including the cyberpunk 2077 folder to be safe. The CD Projeckt Red folder may share other Projeckt Red games so be cautious if you need to save other games there.
4. uninstall game normally
5. restart computer
6. go to the steam folder where you have your games, hunt down the folder for cyberpunk 2077, delete the entire folder. If you need more help feel free to ask. Sometimes steam hides its games behind long number lists in its folders so sometimes you need to check a few to find the right one.
7. if you are using a mod setup that has 3rd party program you will need to go into that program and tell it to delete references/mods and clean that up. While you don't necessarily need to do this it may have left some files behind somewhere. If you self modded most of the mods were probably cleaned up by deleting the steam folder which would also be fine.
8. restart computer to have your computer flush out things just to be safe, its probably not necessary but I do it anyhow.
9. reinstall cyberpunk 2077
10. reinstall graphics card drivers in case there is a big discrepancy between versions. (optional)
11. try running cyberpunk 2077 to see what happens.
