I've only lost once, the first time I tried and didn't know what was involved (so I used the gun on the counter).
Keep shooting the targets multiple times until they disappear. Hitting them once is not enough. And any target is valid, as Similar also said

That's the Stadium Love quest. Best way to beat it is to get a bit of practice with a Nova revolver, wear an ammo vest that increases your reload speed, make sure you reload before starting each stage, and if any of the Sixth Street gonks think they know you from somewhere, be ready to rumble.
Hit any target, as often as possible.
So take a gun that fires fast and has a big mag (Dying Night, your free starter gun is perfect).
And once the competition starts, fire on any target you see. Not just your target, any target. And not just once but as often as you can.
You should get around 130 hits, but the game stops counting at 100.
However, you can also use those disposable guns which you can purchase from the vending machine that is located right inside the shooting booth.
Those disposables shoot many rounds and you can replace them with new ones once you've run out of bullets, over and over. Easy win with those things. Shoot every target (not just your own) you see pop up, multiple times. :)
Also, remember to track the quest in the quest log or you won't get the shot counter on the screen. You can shoot a target multiple times before it retracts, so any of the burst fire pistols work well. You can hit max points in like 25 seconds.
