Stat bonuses are now on cyberware. And they can be changed/increased/etc as you upgrade the cyberware, with several perks that improve it.
Helmets/eyepieces and body armor still have some stats, but that's it.
edit: needless to say, the entire way the cyberware system works was revamped, too.
learn to read the patch notes. only a few clothing items have stats now. people complained that the clothes that had stat boosts didn't look good together.

+5 on white, +10 on green, +15 on blue, +20 on purple and +25 on gold/legendary
Motorbike helmets, some hardhats, combat helmets have +melee damage protection.
Netrunner hoods have +to sneak or reduced visibility to enemies
Visors, tech goggles have quickhack upload speed.
The single eye oculus and the double versions have weapon zoom.
Vests that have pouches on speed up your reload, and some instead speed up your grenade refresh rate.
Netrunner suits have +quickhack damage protection.
Gasmasks/filter masks give +protection from poison or chemical attacks
If you have phantom liberty, there are some chest sling style items that have slight buffs, I found a 'makeshift prepper vest' that increased the cool down for heal items.
The balaclava items also sometimes have a bonus, but I can't remember what it was for. Probably sneak/visibility
Shoes and leg items no longer have any stats, same as most clothing items now.
As everyone above said, most buffs now come from cyberware or perks and armour mostly comes from subdermal cyberware with lesser amounts from other cyberware items.
