also lol ALWAYS make multiple saves in case something goes wrong, i got over 180 save files
you chose to make your character deny the quest. unlike modern bethesda games, you can actually tell people "no" in this game, and they respect your choice.
There are still a lot of things to do in the DLC, though, with side jobs and gigs and the drops and such, so you might just play it as is, knowing you made a choice that was actually in the game, choosing not to have anything to do with the powers that be, and be proud of that!

I normally play games 'blind', without reading much about them or watching videos and such, but I did peak at a walkthrough for the DLC since I was unclear about something, and I remember reading something similar to "WARNING! If you say no at this point, the DLC story ends for you here!", which I found was pretty harsh, but also a bit cool.
I'm also in the category of spamsavers, after being a gamer for 40+ years, and after I'm done with a mission I keep one save for it and delete the rest. I think I have 150 saves for the game at this point. Totally unnecessary I guess (unless in a case like yours!

You wake up outside and Johnny suggests you get a drink.
No main storyline, no special extras. No safehouse there (afaik)
However you can still play around in Dogtown, do most of Mr Hand's merc work and side quests. Still buy stuff from shops. Still grab the airdrops. Still use the ripperdocs (tho the one in the centre ring area may be closed)
You can still steal cars, unlock the reoccurring 'increased criminal activity' spots. Deal with the cyberpsychos. Find most of the hidden gem Easter eggs. Go on MDK sprees, sniping out civilians, Barghast and the (probable) MaxTac squads they send in after you.
But, like many said...your part (on that character) in the story of Solomon Reed, Song SoMi and President Myers is over. You saved madam President, and Reed got her home. Now Reed would be looking for Songbird. (If things worked like that, you might hear about what happened later, gossiping street folk might let you hear about it as you wander about in Dogtown)
Also, as many said, you can just remake your V by starting a new game and picking the 'start phantom liberty' option. Dive in with a fresh level 15, who looks just like your current character (since you can design them the same)
The game assumes you did the heist, helped Panam with her ride, and she helped you find Mr Hellman. You helped Takemura talk to Hanako, and you helped Judy with her missing friend. You met Johnny's ex, Alt Cunningham, and now you are ready to dive into the expansion.
Everything else is still available to do outside of those specific quests.
Judy and Panam still need help with their questlines (they are still romanceable) as you have only *done* the initial quests of theirs needing to be done to get yo this point.
You can still go back for the thermal katana. You can (probably) go back and beat up Nash for his gun/crafting spec.
River Ward and Kerry Eurodyne are totally untouched by the jump, since their questlines are not tied to the main questline of the main game.
(An issue that often has everyone forgetting they even exist, or just not knowing there are two romanceable men in game)
Think of it as two different timelines of the same V. You have not really lost everything, simply learned some valuable lessons.
(Like how the game Morrowind would say 'you have killed an important character, and their death has caused catastrophic damage to the timeline...do you still wish to live in this damaged version of the world?' If you accidentally killed someone important, like Ciaus Cossades...it does happen sometimes lol. You could still play that world, but the main questline was broken.)
If you want to "see reactions" and "try things"?
Make more manual saves.
Again. Manual saves. Not auto saves, not quick saves. Full, regular, saves.
Same sort of thing, but I always preferred "PICNIC": Problem in chair, not in computer
Because OP declare that he play 100h to start DLC, and he don't want lost this hours for nothing.
For me it seems very strange, maybe OP never before play any RPG and dont know that before key decisions player must create manual save, maybe, but anyway blame for that devs is complete BS.
My personal thoughts are that only now days "snowflakes" never see personal failures, but always declare that guilty are everyone else except himself :D:D:D
Honestly I can forgive all that, I am just more surprised that he never heard the "quicksave, kill guards" Skyrim joke before.
Considering how OP handled this situation, I think it's a good thing we start taking away quick and manual saves and replace them with checkpoints again. This reminds me of the time when my side of thefamily always brought plates and food to the birthday of my cousin's kid, but the first time we didn't show up they were low on supplies and food. Gotta teach people to fish eventually.
