I'm not going to spoil anything, so let's just say I'm as far as Keanu being in my apartment, but damn is this game something else. Gun play, movement, dialogue, what I've seen of the city so far, the insane graphics (specs on profile btw) and an adult game that is absolutely adult on so many levels, my only disappointment is I didn't start this sooner. Though maybe this is the silver lining of starting it now, with so much content, so many fixes and a game that runs as smooth as butter, all while looking like nothing else I've played to date!
I actually streamed most of my play through so far this evening. Feel free to skip a little here and there and get a flavour of what the game looks like. Honestly, you won't be disappointed, at full price, or even better, a sale.

If you really don't like it, or you have insurmountable technical issues [make sure your system is up to snuff] you can always get a refund within a couple of hours of play.
I would recommend you get the expansion as well as the base game...but play a lot of the base game first to get experience with mechanics, plus it's a lot of fun just on its own. Phantom Liberty is a major branching of the main story, but you can go back and forth from the expansion territory to the main game too. In any case, don't be in a rush to get through the main story...there are a ton of side jobs that are a lot of fun too.
It is genuinely one of my favorite games of the 2020s (So far). I obviously cannot speak about its launch since I got it two years late but from what I have seen in videos and screenshots, and what others have said about it, I can say that it is worth trying on sale.
Exploring Night City is an amazing treat as I love the whole cyberpunk aesthetic in general so it can be easy to get distracted just looking around. It actually got me and my friends into the Cyberpunk TTRPG, and when we got into it and its lore the game just got even more appealing.
Gameplay-wise, it isn't flawless but it is amazing. Some people don't like the changes introduced in 2.0 but I think it's one of those things where if you actually fully engage in the changes of gameplay and systems then you can get used to it quick.
Story-wise, I really like it. Like. I do have some criticism. Without spoiling too much, I didn't like that "Keanu" was an active voice "in your head" nor did I like that in-universe this takes place within a month or so (You'll understand why). I also believe that the prologue should have been 2-3 arcs. But other than that I really liked its idea, the characters, and the side quests. Phantom Liberty, the DLC, I absolutely love, it is in essence its own little "side MSQ" that gives you another ending to go for.
Personally I rate this game an 8.5/10, maybe a 9/10 but barely. Definitely worth getting at least on sale. If you do get the whole package then I recommend playing through the base game first, then having your second playthrough with the DLC installed.

Mostly Positive reviews on Steam since launch says otherwise. IDGAF about console ports so don't even try lol

I have been playing it since release. I acknowledge that it had some major issues with the console release but I can only speak to the PC release, which never gave me any more issue than the occasional visual bug or funny-random exploding car - never anything that ruined my enjoyment of the game.
The police system felt undercooked on release, yes, and the relationships needed more attention, but other than that the game blew me away. The first time I played the game my jaw was constantly on the floor. I have about 700 hours in the game and there are very few titles I have enjoyed enough to put that kind of time into.
