The highwayman quest cant be completed

at some point it told me to find the garage, there was no marker for it so i googled it. i put the code in, got the bike but the quest never actually completes

This is a weird one...there are no initial clues so it's very hard to progress on. You have to find James in a seating area more or less south of the Japantown apartment. Then find Josie close by the Ebunike metro station IIRC. Then go back to James to complete the quest. the key to open the garage is there

bump, the objective tells me "find the garage josie mentioned"
but on the wiki for the quest theres no objective that indicates this?

Find out what happened to Josie.
Find James and confront him.
Find the stolen Tyger Claw bike.

oh, nevermind i just doubled back to the other garage that starts the mission and it fixed

wdym other garage nvm appearently i didnt go there and now it is completed thanks bro

There are two garages associated with this mission.
1) The one you find that starts it has the busted bike and picture in it and is near the stadium love mission.
2) The one at the end of the mission that contains the reward bike and is near all foods
