HOW TO AVOID THIS UPDATE
IF U ALREADY UPDATED THE GAME AND WANTS TO ROLLBACK, I FOUND THIS TUTORIAL

1 - download files from previous version(2.10) and put them in cyberpunk 2077 directory:
1.1 open steam console:
1.1.1 hit the Win + R buttons to bring up the Run program. Type in the following string of text and hit enter:
"steam://open/console"
1.1.2 Find App, Depot, and Manifest ID for Your Game:
The next part of this guide is going to require using SteamDB, or the Steam Database. Head over to the main page of SteamDB and search for the game
you're looking to downgrade. In that case is Cyberpunk 2077.
1.1.3 The first bit of information you'll want to grab is the App ID. Note this down somewhere, then click on the Depots link, found on the side of the page.
1.1.4 Then, click Manifests on the side. This page is showing all the different updates, as well as how long ago those updates were released.
You may need to sign in to SteamDB to see updates older than a year.
1.1.5 This page has the last piece of information we're after. Find the update you're after and note down the Manifest ID. Now we have everything we need.
In our case, that is the App ID 1091500 , the Depot ID 1091501, and the Manifest ID we'll use is 415651277559119937

1.2 Download Manifest Using Steam Console
1.2.1 Head back into Steam. The next part is easy. This is where we actually download the older version.

1.2.2 With the Steam Console open, input the following command(remove the quotes and the <> around the AppId, Depot ID and Manifest ID ):
"download_depot <AppID> <Depot ID> <Manifest ID>"
1.2.3 After you hit enter, it may seem like nothing is happening. Steam won't always notify you of the download.
1.2.4 Don't worry, if you've entered the command correctly, Steam will be downloading it silently.
1.2.5 Eventually, the Steam Console will display a message indicating that the download is done.
1.2.6 Take note of where the download has been placed. There's another step or two involved to get your downgraded game running on Steam.

2 - Replace Game Files With Downgraded Files
2.1 Right-click the game on Steam.
2.2 Mouse over Manage.
2.3 Click Browse Local Files.

From here, it's a matter of replacing the original game files with your newly downloaded version. Either move your original game files to another location for a backup,
or outright delete the original files. Anything you delete can be downloaded again later.
Next, paste the files you downloaded from the Steam Console into the installation directory.
You've now downgraded the game files. Next time you launch the game through Steam, it will launch this original version.

3 - Turn off auto updates
3.1 Right-click on the game in Steam.
3.2 Head into Properties, then click on Updates.
3.3 Switch Always keep this game updated to Only update this game when I launch it.

IF U DIDNT UPDATED THE GAME YET:

1- Put steam in offline mode, u will need to play this game in offline mode, otherwise steam will ask to update it.
2- the update button will disapear and the green button "play" will appear, open the game and enjoy
3- remember u will aways need to do this if u dont want to update the game, if u wish to never update the game you can do this:
3.1 go to your steam directory where you installed the game
3.2 search for the folder "steamapps", open it
3.3 set the file named "appmanifest_1091500" to read only:
3.3.1 right click in the file named "appmanifest_1091500"
3.3.2 in the "general tab", set the file to "ready-only"
4- if someday u wish to update the game, just undo step 3

so I did this but my game did not turn back. Am I the only one having this issue?

its not working i get "Depot download failed : missing app info for 0"
is there something im doing wrong?

it's possible u don't have enough space on ur hard drive. U need around 90 gb of free space as it is downloading all the game files from the previous patch

Depot download failed : missing app info for 0

Definitely Have Enough Space. APP ID Is Correct.

Edit:
Figured It Out - My Syntax Was Wrong, Don't Put The <> Around The Numbers.
download_depot <AppID> <Depot ID> <Manifest ID> <---- No
download_depot AppID DepotID ManifestID <---- Yes

Guys, i forgot to say, dont use the <> around the numbers. Im gonna edit my post
