You are talking about the Caliburn, correct? I believe you need to have SC at a certain level before the quest to get it is available

Yes, the Caliburn in the cave requires your Street Credit to be so high before it exists to find.

Did you do the Ghost Town quest with Panam? The 2 requirements for the car are complete the Ghost Town quest, and have Street Credit at 40.

I looked on the wiki and according to it your SC needs to be at least 50, in addition to completing Ghost Town
