Actually, people have found a way in. You can find videos on YouTube about it. But there is nothing inside, just some rough layouts and nothing else.

With the mod Freefly you can but I don't wanted to disable the dlc just to check

there are blurry areas you would see if you ride the Metro past, or drive past. a few filled n areas, and a lot of shell buildings.

i saw a before vrs after video on you tube.

if you have the expansion, but chose not to help Songbird, everything is there.
you can go inside, do jobs for Mr Hands, collect items, shop ect.
you just can't do the storyline stuff, or get the items (iconics, clothing, cyberware) that are given you in the story
