Byakko not scaling

Is Byakko normally supposed to scale with the player? its still level 3+ for me and im level 39 now

When something drops or you pick it up, then stuff gets scaled. You gotta upgrade the iconics you already have yourself.

Honestly forgot about upgrading weapons, thought iconics would scale, thanks!

got it this week from wako and it was legendary gold so it scaled properly for me.
