When is it safe to go back to night city while doing Phantom Liberty?

I am up to the mission Lucretia My Reflection which is when I leave Myers and head for a cafe (cannot remember name). Can I leave and go back to Night City and come back to DogTown as I please after this mission, and if I can, how do I do this?

Yes, at that point you can fast travel like normal. Under the hideout use the fast travel point or find another in the area (hint you can take the elevator down to that ground level rather than 1st floor iirc).

Once you clear the initial series of missions, you will get a call from mister hands saying they unlocked fast travel for you.

Stick around until you steal at least one car (green steering wheel) to unlock the car theft missions, which can then spawn outside of dogtown too. Not mandatory, but a lot of nice cars are locked behind amount of stolen cars instead of street cred.

I expect the poster stuck in "awaiting analysis" limbo already said the above.

Mr. Hands gives you a pass. You can drive or walk in and out at the check-post on western part of the district.

I think a good jumping off point is after the very next mission. So basically:

Save the Prez.
Call and meet Reed.
Eject eject eject!

After you meet with Reed, he basically leaves you alone for the next two days (at this point he is getting the Prez out of Dogtown). So you've basically completed your obligations to Meyers, not just saved her from the crash but also help arrange her extraction from Dogtown, and the game puts a natural pause into the questline right here.

After two days Reed will call you, and the quest "The damned" will start, in which you are supposed to meet Alex, but you can wait as long as you want to before you start that quest, and continue with the PL storyline.
