Ten out of Ten

I have every skill maxed out and I still do not get the achievement.
I can get the others but this one is just locked.

What can I do?

The achievement description was set before the 2.0 update, so max level may not be the exact trigger.
1) It is a base game achievement so the max level referred to is probably 50 not 60 you said you upped it to 59.
2) Before 2.0 skills had a maximum level of 20

If you are going to use a console to give you the level for the achievement it is probably better to use the console to give xp for the skill rather than a level of the skill, that way it levels more closely to how it would in game and is more likely to trigger things.

no farming needed, If you just play, you are maxed out before even nearly finishing the game.

anyway, any "workarounds" would block some achievements, that is what you have to pay.

so don't blame people, just telling you the facts...

59 is NOT 60, and you need to be at 60 in every skill (netrunner, etc) to get the achievement

The achieve is working the regular way, at least. Just triggered it earlier when I hit 60 in Headhunter. /shrug

(modded game. Clothes, hair, shops, etc. No gameplay changes.)

By skills you mean technical ability, body, intelligence etc yes? I just installed the game and all DLC and those skills only go to 20.

i mean, we are talking about video games which dont really give any kind of feeling of achievement in the real world, unless your like that kid that finished tetris when nobody else had, or won money from something for it

I got to level 59 so I could quickly reach level 60 and so the game sees that I got to it trough leveling up

It just shows you're incapable of playing the game like 10s of thousands of other people who didn't cheat but they seem to manage, but then there's you.

It is a single player game, you can't cheat in a sp game, I am not ruining other ppl's time by trying to skip farming.
