Phone / Holo not working, can't read messages or make calls (bug)

So I have this problem - right after Somewhat Damaged mission ( phantom liberty Reed's path, I didn't kill Songbird ) I recrieved a message from Reed informing me about the next mission (Four Score and Seven) I saved the game right after recrieving the message and the phone was still working. When I loaded up the save phone was just glitched out saying "you can't do this right now"

I was searching for solution everywhere and this is what I tried:

Reloading the game
-didn't help

Restarting the game
-didn't help

Going back to save point where the phone was still working
-I tried to go back a few missions but when I've finished Somewhat Damaged and recrieved message from Reed informing me about Four Score and Seven mission, I saved the game bcs the phone was working again and when I reloaded - stuck, AGAIN :)

Jig Jig street dolls
-did help but It's just temporary, when I reload It's stuck again

What I noticed:
SPOILER ALERT FOR REED's PATH: So all of this happened when I refused to fulfill Songbird's request to end her life. BUT when I went back a few missions AGAIN to the exact point as last time, I've killed songbird during Somewhat Damaged, finished it. (Reed doesn't inform me about next mission cause choosing to kill Songbird locks you out of it) The phone worked even after reloading...

My conclusion: this exact issue is probably somehow connected either to the message Reed sends to V In the beginning of Four Score and Seven or just choosing to spare Songbird's life.

I don't want to keep returning to Jig Jig street and sleep with a prostitute every time I reload the game just so I can use my phone, so I'm begging you for help lol
