Might not be the exact cause the OP has, but 2077 ♥♥♥♥♥♥♥♥ itself since launch is not exactly new. To the point I was left wondering "Okay does it not like the fact I unlocked the new Hoon car or what?" because god only knows how 2077 is breaking itself at any given time.
Even the black flickering issue on the hall to dex is still a thing! (thanks, random youtube videos saying the color precision settings fix that, it does)

I think in some areas the game just doesn't allow saving, but not sure what they were. Think I had that in some missions or such?
There is no save limit on PC.
Verify that the save file location isn't set as read only for some reason.
Verify that the folder location and file aren't write restricted (allow access in protected folders/files setting if you have it enabled).
Yes, during some scenes or some areas of some missions you are not allowed to save.
I had completed an NCPD event when it first happened in the north part of the city center. I was not in a mission at the time that I could not save. I was heading towards another NCPD event via some shops, and could not make a save before the new combat started in the next NCPD. I was not in any main game mission or gig or even in any combat when I could not save, but it seemed like it could have been a snag from earlier combat which had ended.
I know that you cannot save on cut scenes or combat or specific epic sequences, etc, but I was doing nothing at the time and it was a glitch in the game as I could travel back to the apartment and manually save there, but could not save again once back in the area.
