Help cant get Oda below 1 percent

What am I doing wrong. I am relatively easy getting Oda down to 1 percent, but then nothing happens. I shoot him for several 1000's hp, but he just refuses to die?? What am I supposed to do?

I forget, didn't they brag that they "Improved" a bunch of boss fights for 2.1 including letting smasher spam sandy like a baby more often? Was Oda part of that list of 'now better!' bosses?

EDIT: Ah, only seeing explicit mention of Yasha, Boris, and Adam 'scared of bullets' smasher in the big 2.1 post.

I need to make a new save file to see the alternate ending of Phantom Liberty anyways, but it would take me a while to confirm it one way or the other. For what it's worth I beat Oda on 2.0 using melee and gave him the finishing bow with a counter attack to incapacitate him.

what i noticed is that the 1% glitch is triggerd when i used a finisher at around 25% health. Got myself killed and went again without any finishers. then it was no problem
