Report a translation problem
The plot of it usually starts halfway through the game, but depending on which main questlines you're following first it may even be late game.
As for would you have a lesser experience for not having it, well...
In the base game the Pacifica district had practically zero content when compared to the rest. So the expansion basically brings much needed content to the district and puts Pacifica back on the map as it brings life to a walled-off area of it which did not even exist prior to 2.0 and now it feels like a district just like any other, perhaps even better than the vanilla districts ^^
So I'd say it is very much worth having because of how seamless and great CDPR's expansions are.
And Idris Elba :)
Phantom Liberty well worth the price imo
You will miss out on nothing by just playing the base game. It's very replayable (IMO) and starting a new game with a different lifepath, different V character, different attributes will only add to your enjoyment. It takes a fair amount of playing just to _learn_ the game and its mechanics, and all the possibilities it contains...a full playthrough will set you up for the wonder that is Phantom Liberty.
