Report a translation problem
1. Complete ALL gigs for Mr. Hands in Dogtown. There should be two more that appear *after* you've completed Firestarter as well.
2. You'll get a quest Hi Ho Silver-Lining to speak to Mr. Hands. Go to the Heavy Hearts club.
3. Go upstairs to meet him, and he'll be bugged out standing up.
4. Exit down the elevator and walk slowly out of the club. He'll call you, talking as if you'd only just entered Dogtown for the first time.
5. Hang up the phone, go back upstairs and talk to him. Follow all his dialog until you can leave again.
6. After exiting the elevator, open your journal and go to the quest Black Steel, and click the option "Call Mr. Hands" from the journal. Calling him directly from the phone did not work.
In short, you don't seem to be able to call him for this until you've triggered the "welcome to Dogtown" phone call, and this *also* prevents you from talking to him in-person for Hi-Ho Silver Lining, but exiting the club after trying to talk to him appears to trigger said phone call.
In my case, once I completed all gigs there`s an extra mission given to you by him called Running this Town . Once that`s followed through completion he picked up.
