You'll recognise the TW3 DNA in it with how the open world is done, for better or worse - tastes vary, but with the effort to expand out on gameplay options beyond a lot of fat rolling. It's an interesting take, and if you like the slightly weird story beats then they're present too in the minor missions and story lines.
Can continue on with a save from base game into DLC. DLC is effectively just a new area of the city which unlocks at a point in the main storyline.
Cyberpunk does, however, and has build variety in spades, with a whole bunch of viable and extremely fun ones. And stealth is as functional as going in guns blazing. Meanwhile the story's one of the few things that was praised about the game since day 1. So I'd say the game's totally sound on both the story and gameplay front, and it's up to you whichever you wanna enjoy more.
Ultimate Edition is just them bundling base game with Phantom Liberty to sell it as a physical edition. No difference between any of the versions.* There's no rush to pick up Phantom Liberty - would suggest if you do get it to pick it up before the mission where it unlocks the new area just for flow of the story but that's just me.
edit: *old gen consoles have an older build of the game still because they can't run more recent ones. Also possible to revert back to that older build on PC version (1.63) here on Steam or on GOG.
However, I have little desire to come back and get the DLC and do another playthrough because of the weak endings and story later on. I wanted to check out the new patch but it broke some controls for me so it's unplayable.
It's a lot like Witcher 3, if you enjoyed that then you will enjoy Cyberpunk, though I found the world in this game to be depressing and the repetitive dumb adverts on elevators really started getting on my nerves towards the end.
It's not such a great game as it was hyped to be, but it's good. It has some problems, but in the end it is worth it, if you can grab it on sale. I still think Witcher was a better game though.
I'd go as far as doing one little push towards the main quest every time you clean up a district or sub-district.
At least half the fun in this game is exploring the city and collecting bits of lore that help you understand the big picture and the dynamics between the different actors making moves in Night City and the cp2077 world at large.
There is a ton to discover, even better if you like sci-fi so don't be afraid to just roam around on foot, just get the higher jump or double jump so you can explore the city at your leisure.
When in a vehicle you also won't get the triggers for some activities, so be warned.
