Gang attacks are caused by certain decisions during missions/gigs.
During story missions you can often make a decision on how to solve an issue Killing Royce in The Pickup/ Killing Placide and Brigit in Transmission, while during gigs you can in general decide between sneaking in and out without getting seen and slaughtering anyone on site.
If you chose violence, violence comes after you. Once. Its typicaly one attack caused by one mission.
And the whole thing was introduced in 2.1. If you continued a save from before that, there might have been a certain number of attacks on-route. Some persist, others are apparently waived. Or maybe the total number of queued attacks is limited.
Well it was the only thing to really comment on since the rest was just "Well it's annoying in real-life so no wonder it's annoying in a game!"
Simply sounds like a you problem. Many people, myself included, play on VH or at the very least H and find no issue. We genuinely love the challenge of the game trying to kill us, especially since level scaling is a thing.
It also fits with the lore as NC is rampant with corruption and crime. The 5-star police system and the patrolling cops you see in-game is just for game mechanics, in-universe the police chief was replaced by an actual corpo exec sometime in the 2070s and he laid off many cops and put their primary focus on giving tickets so the NCPD is nothing more but another way for the government of NC to maximize profits.
but the easiest fix ive had for unwanted car-tailing I just look at the car, have em stop and explode all while im on my merry way lmao
idk if that's normal but it's better this way, driving became enjoyable again

So, 2 cars pull up. I park mine, running away doesn't work, they're faster.
Then a single skull mob and a bunch of regular get off the cars.
What am i expected to do? I think i only just finished the prologue.
Same here. They broke about half-way through my playthrough, no idea why or how, but absolutely nothing happens now.
And it's not just the retaliatory attacks (for instance, i killed Brigitte and Placide a week ago, and i know the VDB's are supposed to retaliate for that one, hasen't happened though), it's also all the random car events (certain spots where rival gangs will chase eachother in cars), those have also completely stopped happening.

Gang attacks are obviously annoying and nuisances much like any activity that is forced upon you without your consent and/or any prior warning. This holds true whether in-game or in real life.
If you want to argue that gang attacks aren’t annoying then be my guest. The floor is all yours.
