[No Spoilers] Since which update is the spaceport open in free roam?

I haven't played since 2.0 and then played a little bit once PL dropped, just opened a save in front of the then closed airport and could roam around the area, altho that was a very small "airport" with nothing to do. Kinda neat tho.

Pretty sure it wasn't, I'm 95% sure I played during PL update and it was CLOSED during free roam. Also, 2.0 Patch notes have no mention of it, and neither do 2.1
