I killed Woodman when I met him earlier now I'm at X-Factor and learn that I could've done it different and killed him here to loot him for Legendary Power Assault Rifle.

He doesn't have a iconic assault rifle as far as I know.

Indeed.

He has no iconic weapons. He will carry a levelled Ajax AR if you kill him togeather with Judy (and it will be Legendary if you are high enough level yourself, but it can also be lower level than that if you do the mission very early), but there's nothing special about it, you'll find many other Legendary Ajax'es as you progress in the game that are just the same.

The term "Legendary" was dropped in favor of Tier 5 probably because of this kind of confusion. Legendary was a tier of weapon whereas Iconic meant it was unique. When someone uses the term "Legendary" in this game they mean Tier 5.
