I mean, your call, but yo might as well buy a used 3080 or 3090 instead of you're not going to go 4080 or higher.
Or hold out and see how the 4070ti Super plays out at least.
And go 5800x 3d if you're going to stick with AM4 (or 5700x) over the 5600.
I have OC my 7900XT to not drop below 60fps in native 4K (no RT)...

Just watch the 2 youtube vids and find some happy settings. Run msiafterburner and watch the cpu and gpu. see where the bottle neck really is. The 2060super isn't going to be great. But think you can find some decent settings or i hope so. I mean ray tracing is out for sure. But i'm sure you already know that. Also ensure the following;
Hardware Accelerated GPU Scheduling ON windows
Game Mode ON windows
Try Disabling HPET High Precision Event Timer. known to help remove/reduce stutters and or increase fps.
If you mess with HPET run a benchmark before and after. And always create a restore point first.
This happens way more often in city areas; It's way worse in dogtown.
Have you tried lowering the crowd setting? it's cpu mainly but rule it out just in case.
