I never dealt with this Carol Emeka before where'd she come from?

This is after fire starter and usually your supposed to call hands, but he would n't pick up after three calls

she's from the Aldecaldos , but the netrunner from the Aldecaldos looked way more serious and older them Carol Emeka

You meet her multiple times during Panams missions and Aldecaldo missions. She is just available because you did their missions. There are like 5 or so Netrunners you meet throughout the game you can call for help. All will do the job cheaper then Mr. Hands. Mr Hands is just the fail safe in case you didn't do any other content.
