Is there any way to fix npc spawning?

Sometimes I see npcs inside other npcs standing, like a double spawn, I am not sure if this is the right way to word it in english. But its really immersion breaking, is there any mod that fixes this?

I would have suggested one of the alternate crowd density mods, but only the ones for more crowd density have updated past patch 2.0+

I tried one that used custom density's when my whole NightCity went empty (lol bug) but that one hasn't been updated for around a year, sorry.

Have you tried lowering the density to medium or low?
There is also a setting that improves gameplay at the cost of seeing more duplicate NPCs. Could try tweeking both of those a little.
