I didn't get that tell completing all the Aldecaldos missions and after M'ap Tann Pèlen and was doing a gig for Hands

It may be your reputation that triggers it

It's linked to Judy's questline. You might be able to read about it on her computer.

Some quests seem to be tied to character level/street cred and trigger only if you reach the required level after the world state reaches a certain point. In my case I had to use CheatEngine to reset both character and street cred level to 1 and add enough XP to get back to level 60. Then I went and punched some tiger claw in the face and as soon as the level-up triggered I got all the missing quests including "I Fought the Law" and "Violence". YMMV

If the OP has 250 hours in they should have both at maximum.

This mission is linked to Judy and I think you have to give the right replies to some of her interactions and she is the one who recommends you to the candidate.

I've read it has something to do with the BD editing during Act I, but I've never confirmed it. Knowing what I, personally, know about Judy's character and story, I make sure V does everything V can do related to Judy's stuff in Act I (what little there is in Act I).

After 400 hours, I have never played a game where I didn't get this call, so you must be treating Judy much differently than me.

The main difference might be how you play the game. I like to explore a lot so I tend to complete NCPD and other side events first. I also like stealth and do silent takedowns so I tend to level up fast and end up a bit overleveled for side/main quests, which I usually leave alone until I've completed every other activity. If you go for main quests first, then side quests and then side activities the game might behave in a completely different way. Large RPGs are very complex pieces of software so apparently minor things like the order in which yo do the quests might make or brake stuff.

@ OP.

As in real life, and two kids father, I say you - better not do that, no, you dont need that, believe me! Wrong life path, not do my mistakes.
Later you will be forced date that girl in game over and over again, and you cant anymore brake romance with she, believe me- that will be extremally annoying. Alike in real life, your life will become alike a hell....
