I am thinking of finally picking this game up now that so many things have been fixed. Is it better to have the PL DLC installed on the first play through? Will it make the base game better? Do you play the new content after finishing the base game, or can you branch off and play it anytime?

I'd say: Get PL. It adds a lot of stuff to the base game. More cyberware, more weapons, more vehicles, more perks...
But to access it you need to at least start PL (you can then go back to the base game after finishing the intro quest).
Can you do that at any time? No. You have to play to the mid of Act 2 to get the call that starts PL. (But you have PL in your journal from the beginning as some sort of meta-quest, selecting that will tell you which main quests you have to finish to start it).

This question has been asked a few times since the PL expansion launched. And you felt the need to ask it again.
