A 4050 will easily get 60 fps I'm thinking, especially since you have the framegen, but I'm not sure what your performance goals are.
Highly doubtful that laptop is getting anywhere near 60 fps in this game. A 3960 ti soundly beats a 4050 in performance. And my DESKTOP with a 10700 cpu and 3060 ti gets about 35-40 fps with a mix of med and high settings at 1080p with ray tracing on. And that doesn't even factor in the amount of heat this game generates. My desktop (air cooling) gets hot enough to dam near fry an egg on.
In my opinion that laptop would not provide a good cyberpunk experience. As much as I hate to say it, console would be better. The thing that makes playing on pc better is the ability to crank up the settings and you completely lose that ability with that laptop.
this isn't even factoring in framegen which will almost double fps.

With framegen, I get about 50 to 60 fps on average with said stuff turned on, and minor dips into the 45 fps range here and there.
You'd be absolutely right otherwise.
Think you should be fine for 60fps on your rig.
