Skill progression menu opening for no reason?

So I recently started a new playthrough and I've encountered (what I at least assume is) a bug that I've never experienced before.

The skill progression menu will open up randomly, usually when I press down on the D-pad. That's never happened before and I've played on a controller since release. It happens particularly often when I'm looting, which gets really annoying quickly.

Anyone know why this happens and how I can make it stop?

Check your keybinds, maybe something is setup to open that menu screen using the d pad?

whenever you gain a level in a skill, you'll get a popup telling you to press down to open the skill screen. it tends to hang around for 5-10 seconds after the popup disappears.
