Smasher is supposed to be tough, not unbeatable. He should have weaknesses we can exploit. Should he be able to one-shot you? No, you're supposed to be at a point where you're one of the best mercs in the city. Should you be able to one-shot Smasher? No, because he's supposed to be a near-myth. The fight should be hard, but winable.
One of the good things about the game is it's balance in builds. You can build maxed out Sandie-amped mercs, wiz level netrunners, average in nearly everything builds, etc, and they are all viable. It's why the game is so replayable-near endless character combos to try. But if only a certain build can beat Smasher, then the game's out of balance and no longer fun
