No, I dont expect it would work well. Mostly because of that 1650. Minimum specs ask for a 6GB VRAM card.

It may work but it wont run well I would expect. May get 30 fps at 1080p low at best.

The HDD might be an issue. I ran mine on an HDD until the 2.0 update, then had to move it over to my SSD instead. I'm pretty sure Phantom Liberty's performance on a HDD might be next to unbearable.

100% Can't run the game, if can run this game, will be unplayable with below 20 fps or 15 fps. Your hardware include processor are not from high end hardware just normal hardware for office not gaming.
You need upgrade your laptop to gaming laptop have RTX 4060 Ti series for minimal but if you have more budget buy laptop gaming RTX 4070 Ti and 32Gb ram. But 4060 Ti on laptop only for high ray tracing not use path tracing in 1440p.
CPU is F-tier. This CPU is primarily used for light browsing and some office tasks. This laptop is not for gaming.

everyone saying no is just wrong, it'll run okay if you don't mind a sub 60 fps experience.

low settings ,fsr ultra quality or xess (disable SSR completely to squeeze more fps) is a 30-50 fps experience 100%, the only issue here is that you'll be installing it on a HDD which MIGHT cause loading issues/bugs though there is an HDD mode in the options so be wary of that.

like seriously, if a 1050 ti can run the game over 30 fps on patch 2.0, a 1650 (laptop) will run it just fine, even more so. but like other people said, the HDD is a potential issue.

Zaza is correct. I have a 1650 with 4G on an Intel i5 Processor and I can run Cyberpunk on low to medium 30 FPS.

I run i5 10400f and 1650 4gb And I use steam deck settings getting solid 45 - 60 FPS with FSR 2.1 with balanced settings BUT in some areas and when I have YouTube on in the background my dreams can dip too the 15-25 range.
