Yeah, those are only still appearing in the Legacy branch. 1.63 Legacy in the betas branch in steam options to be clear.
They overhauled the whole skills vrs perks system back just before phantom liberty dropped

Now, each of the attributes pages has just one page, but three main forks per page.
The tech tree still has an engineering section, but the 'creation' section (ie crafting) was removed.
Now anyone can craft anything they have the recipe and parts for, without having to spend points in tech.
You now spend points in tech for cyberware (lol)
Three trees per atrribute.
EG the technical attribute has one tree for grenades, one for implants, and one for tech weapons. (and a few perks in between)

it has talents to support it in the cool ability category (bonus damage while stealthed, sprinting while crouching, throwing weapons)

Stealth is now called 'cool'. Its now an attribute. It has 3 branches. One for stealth/pistols, one for sneaking and one for throwing knifes.
stealth (ninjutsu) is now the middle branch, pistols (handguns) is on the left side and throwing knives is it's own line on the right.
Body is for shotguns/LMG's/ HMG's on the left...Health/Adrenalin in the middle and Blunt/phusical damage on the right.
Reflexes (used to be the pistol build section) is now Assalt Rifles and SMG's on the left, Dash (air dash, what EVERYONE on youtube seems to be spec-in into lol) in the middle and Blade perks on the right.
Tech (technical ability. the section you asked about first) used to be for crafting, ammo and components ect.
Now its for refilling your greneades/healing items on the left (because all those inhailers you used to see players huffin to heal with, have become single items with a cooldown, as have grenades. no more dissasembling your 'nades and MaxDoc's for parts, sorry choom)
Cyberware boost's are in the middle branch. Now everyone wants to max THAT out (instead of the crafting tab lol.) so they can get as much cyberware capacity boost as they can.
You get your armour (AC/Damage resistance ect) now from subdermal cyberware armour, instead of clothing. (certain armour vests and chestpices have +5/10/15/20/25 added armour, depending on its quality.... that is white/green/blue/purple/orange tier)
So instead of everyone needing to get 20 Tech to use the 'edgerunner artisan' perk to make the legendary tier gear, they get to 19 Tech or 20 Tech to get 'edgerunner' which lets you Pull a David Martinez and excede your cyberware capacity.
we don't have cyberspichosis, but we DO have a capacity that we normally can't go over, for cyberware now. along with our armour cap.
shards drop (up to level 50 without the expansion, 60 with the expansion) that increase your cyberware capacity (unless it glitches out, and they stop dropping)
on the right side is tech weapons (Tech guns) which are guns that charge up. Tesla style stuff...electrical bolter guns and so on. they can go well with netrunner builds since you will be maxing your tech for the cyberware anyway, giving you more points to put into inteligence.
which brings us to the Int tree. Hacker's paradise.
Leftside is your utility side. quickhack queue's, hacking cameras ect.
the middle is boosts for RAM, and the much loves 'overclock' which lets you swap health for RAM. and the right hand branch is for smart weapons. these are the guns that can aim for you (good if you dont have the irl reflexes for FPS games, but like guns.) and one of the best guns for fun is Skippy (he talks a lot) as he has a personality matrix.
