Cyberphunk Story Quest in Order
Should I finish Phantom Liberty story after the main quest or before the main quest?

Cyberphunk?
... Y'know, that would probably be cooler than what we actually got.

Anyway... just get it done whenever you're able to get it done. It is DLC, so it won't make much, if any, difference to the main string of failures we call a "story".

for best experience any recommendation?

Since you got a not useful rant for an answer, here is one.

There is no "best" time to stsrt Phantom Liberty, but I would recommend to do it a bit later. Only because there are some interactions that only trigger if you complete some base game quest chains. For example, the Panam quests, River Ward, and Lizzy Wizzy's quests.

Besides small interactions that are added based on those nothing stops you from starting PL as early as you can after finishing the Voodoo Boys story.

when you reach the point of no return eg "meet hanako at embers" or mission name "Nocturne Op55N1" create a save here before choosing anything so you can do different endings you like to or for achievements, depending on your decisions on phantom liberty you can reach a point of no return there, but you can save during the mission firestarter so you can do the different endings for PL, either or just make a save before the no return point, what i would recommend is don't do "Nocturne Op55N1" until atleast PL "firestarter" and have a save for that mission and then you can choose anything you like to continue with and also come back to it for other routes (this is what i am doing/have done "not fully like this as there is a point of no return for PL for one of the routes so i have a pure endgame save ready for all choices for all no return points, you will know when this is when/if you do it")

TLDR: do PL before point of no return/ "Nocturne Op55N1" and create saves based on choices at the points indicated above for optimal play, all side story stuff you can do before finishing aswell.

I recommend playing all the way up to the last mission (Nocturne Op55N1), then before doing that mission, starting Phantom Liberty. It sounds right that way

I have played the Completely done Night city game an empty map. This game I have pushed to get to Dog Town as soon as possible. I do feel that it makes no difference. To play the game from the main story start seems appropriate to me. To play the abbreviated start game would make it way to short. Edit. You can't finish the main quest and then do Liberty.

I'm pretty sure you HAVE to play until you reach Nocturne anyway, since that becomes availiable after completing Transmission, and finishing that is the prerequisit for starting Phantom Liberty. (And once you start Nocturne, you cant go back...)

As for my oppinion on this: Do the VDB/Pacifica stuff until you can start PL, then start PL and at the next best opportunity go back to finish all the sidequests from the base game. Doing all the quests from the main game has some influence on PL, but starting PL activates some additional content (more cyberware, more weapons, more vehicles. Airdrops, AutoFixer...).

This dude thinks about this game every day but still hates it somehow.

About your question. I recommend not starting the DLC until your build is somewhat online @ about level 30 or so. The opening mission can be rough. You only have to finish Transmission in order to play the DLC.
