... Y'know, that would probably be cooler than what we actually got.
Anyway... just get it done whenever you're able to get it done. It is DLC, so it won't make much, if any, difference to the main string of failures we call a "story".
There is no "best" time to stsrt Phantom Liberty, but I would recommend to do it a bit later. Only because there are some interactions that only trigger if you complete some base game quest chains. For example, the Panam quests, River Ward, and Lizzy Wizzy's quests.
Besides small interactions that are added based on those nothing stops you from starting PL as early as you can after finishing the Voodoo Boys story.
TLDR: do PL before point of no return/ "Nocturne Op55N1" and create saves based on choices at the points indicated above for optimal play, all side story stuff you can do before finishing aswell.
As for my oppinion on this: Do the VDB/Pacifica stuff until you can start PL, then start PL and at the next best opportunity go back to finish all the sidequests from the base game. Doing all the quests from the main game has some influence on PL, but starting PL activates some additional content (more cyberware, more weapons, more vehicles. Airdrops, AutoFixer...).
This dude thinks about this game every day but still hates it somehow.
About your question. I recommend not starting the DLC until your build is somewhat online @ about level 30 or so. The opening mission can be rough. You only have to finish Transmission in order to play the DLC.
