You know you get an hour-long 20% buff for XP if you sleep in your apartment, right? Even just for an hour... Showering gives you a stamina buff as well.
In the past pre-2.0 I had tried avoiding all 'events'/quests and just farmed some generic respawning enemies but the progress was so incredibly slow...
From memory, police scanner jobs can have unique/named gear(?) so I also avoid those, though I could be wrong on that. I also don't know what has changed post-2.0+.
I do remember something in the apartment giving an XP boost yeah though I'd forgotten if it was the shower or bed.
Okay, that's cool. I don't go as far as you want to, but I definitely see where you're coming from.
As I say, basic Police Scanner jobs don't have Iconic gear...it's the Organized Crime jobs that will have those. TBH I'm not sure if the Iconics you pick up necessarily match your level, but it's not hard to avoid them. Just reject the calls assigning the organized crime jobs. I am pretty sure Regina's gigs in Act 1 have no Iconics or any special stuff attached to them, so you can run through those. Yes, sleeping in your apartment gives you the XP boost.
What you want to do may not be entirely possible...the early game is _supposed_to be a grind, IMO. You may only be able to go so far doing just police scanner jobs. However you can do the story jobs...The Ride, The Information, The Pickup...lots of XP there. Also in the cyberpsycho jobs. Some players do get to a pretty high level in Act 1...I've never chased that particular goal myself, but I know you can do a lot. Good luck and have fun!
I go get my grip, sights and base armour cyberware from Vik, then duck out the back, leave Jackie with Misty for the duration (lol. well, he *did* say he 'had a date' )
making sure not to talk to Jackie inside Misty's means Regina does not call you about the cyberpsycho's. They just do not spawn without the phonecall after you step out the front door of Misty's Esoterica on your way to meet Dex.
I avoid the gig's but complete all the NCPD point's. some side quests just drop money
(you can safely do mr smoking crotch, he just pays edds.... eventually XD)
I avoid any side quest that would normally give an interaction with Johnny too (so that means staying away from the Dock so i don't trigger the Monk quest)
by the end of all the prepwork for the heist, i think i've made it to lvl 12, or there abouts.
that's without extra exp from a couple of mods i have too.
I do this because i like skills under my belt, and on certain characters, i like to have specific cyberware (Violet needs her basic Monowire, Victor Masters needs the best cyberdeck his level can afford, Vinnie needs his Gorilla Arms ect lol.)

There's no harm in talking to Jackie and getting the cyberpsycho call from Regina. Also you can take about as much time as you want between that and The Ride, The Gift, the Information and etc. I often take a couple of days of gametime between them.

But i prefer not to spawn the cyberpsycho's, and not to worry about accidentally getting to close when i'm running about looking for clothes in the boxes.
i'm an 'out of sight, out of mind' kinda gal. If Regina calls me, it means (to me, at least) that it's happened.
and that means i have to *do* something about it (lol)
so, if i don't get the call, they don't spawn, and they aren't a problem.
it's the same with Judy/Evelyn.
until i *actually* call Judy, time stands still (in my head at least lol) and so i don't have to go fix that problem.
right now, my main V (Valerie-streetkid) is about level 32 i think.
I've been doing the Fixer gig's outside of Watson, since i'm in act2 now.
i woke up in the shower. dressed, ate, drank. stocked up on pistol ammo and set up something somber to wear in wardrobe, along with something signature (silver stuff) and updating my sneaky looking setup (monster hunter jacket, hood and black leather stuff lol)
took Regina and Takemura's calls. then called Mama Wells once i got to the snack stand where Jackie and I met up, not so long ago (sad V face)
then, i go to grab my car...*wham* sarcastic chat with Johnny, exasperated V takes the train to talk to Delamain.
I've done Takemura's stuff up to 'persue other leads' but nothing else main story.
i stopped Regina's gigs just before doing 'Woman of LaMancha' to see if it's possible now, for any V to send the lady to Panam and co, if i have completed all Panams quest's (yeah, i's not sure it's possible, but meh, might as well try lmao)
So i've been doing the other Merc work for the Fixers. Got 1 last gig for Wako, moved into Haywood and City Center.
went and *finally* did the rollercoaster as a proper quest for the first time, because i want to see for myself, the chat with the guy on the sofa after i visit Alt.
my goal is to hit 40 before i call Judy. then go thru Panam's quests.
I've never done it this way before tho.
Usually, i used to (1.61) just make Jackie wait at the AllFoods. Then, i found out you could nip out the back, leave him sat there.
So now, i always do that with most of my V's (the one that wouldn't being Victor Masters, a nasty piece of Corpo work lol... and yes, i have multiple...9 infact XD)
and this is the first time i left Takemura in Tom's Diner for more than just a trip to the Coyote.
i'ts adding a little difference to my playthru at least lol
They do sometimes respawn. Run around the city and kill everything. There aren't many named weapons in the NCPD gigs in watson. You should get to around 11 or 12 without doing fixer gigs.
I would suggest just using the console to set the character maxed out then play the game from there, don't forget to give yourself all the desired cyberware and plenty of cash, skip the grind and get to the point.
ncpd thingies first
then the cyberpsycho's
then the gigs
then the side missions
and main missions as last.
then rinse and repeat whenever new comes.
