The rules are
-You can shoot at any target
-Who lands the most hits on any target wins
-Only pistols allowed
So obviously, you'll want to take something that fires fast. Full auto. Yeah, Dying Night will do, that 'iconic super gun'. Thats your starter pistol. You get it for free when you start the game. Any other Lexington will also do.
Now you just wait for the targets, and the moment one shows up you start shooting at it. And you dont stop till you run out of ammo or the target disapears. 5 hits per target easily. 28 targets. Thats 140 hits, but some targets show up at the same time. The counter stops at 100.
I used a smart gun, rapîd fire, didn't even really try
& still got 52.
Robert gives you the rules before it starts, listen carefully
I'm not sure but you can have a pistol in every slot and might be able to change.
I looked up this mission since I was curious how to win it (after first getting on 2nd place), and saw a tip about using a fast gun and the Dying Night, and the reward looked nice since I'm a stealth guy (been using non-lethal thrown axe so far, though).
I reloaded the game, went to the apartment and dug out the old Dying Night and saw it was still lvl 1. So then I went on some missions to get low level materials to upgrade it to lvl 2, so I could use some lvl 2 stabilizers(?) and such I had in inventory, to increase the chance of winning the shooting contest. I wanted that Lexington MOD 2 gun!
Now here is the irony: The last job I did before I had enough materials to upgrade the gun, was a gig from Regina, called "Gig: Welcome to America, Comrade", the one where we're supposed to tag a car with a GPS tracker, preferably undetected.
Well I did finish the mission undetected (not sure if it's relevant for the reward), and when I went to collect my reward from her, this is what I got:

Isn't this basically the same gun as the reward for the shooting contest?!
I haven't done the contest yet (doing it next), but just found it very coincidental and ironic that I did a mission to get that MOD2 Lexington, and then I got another one very similar to it (with 2 mod slots) so that I could level up the other gun I was going to use to get it! *phew*
Anyway, I think I'll rather use my new reward gun for the contest now, come to think of it!
Just wanted to say that it wouldn't let me use the Lexington for the shooting competition, so I used the Dying Night after all. Won it on the first attempt
And I realized that the reward gun (Lexington MOD 2) only had slot for 1 attachment, so I think I'll use the previous reward gun after all. Or likely just keep using the thrown axe...
I gotta say you are the least helpful person in these forums. It's not poorly designed, You just don't understand the rules clearly.
It is by design that you can land more then 1 shot on a target.
It is by design that you can land shots on other peoples targets.
It's by design that a faster gun will help.
People aren't asking for your 4d chess criticisms they just want advice.
Use that gun and shoot all targets multiple times.
I know a lot of people are really, really in love with appearing as 'true fans' regardless of the facts involved. But you could have just waited for me to post a new thing for you to disagree with simply because I posted it. Instead of trolling through the forums for things almost a month old to scream at, soft necro style.
(Seriously how could I "Not understand the rules" if I am WINNING?)
What? That can't be right, the shooting gallery is perfectly designed and you should have used your psychic powers to know you needed to use the same kind of gun as the one you win as a prize! (Half the reason I suggest the Omaha really. some variety in my "♥♥♥♥ it basically cheat against the NPCs using single fire pistols" )
They delay the shooting gallery mission for quite some time after that, where most players will have written off lexingtons as too weak, and have left the Dying Night sitting in their closet multiple color grades obsolete.
Sure you can use a white grade gun because damage does not matter. But that is like declaring "The game gave you a unity pistol in the tutorial! Why didn't you think to use a unity pistol!"
Hell, one of the escape shootouts with Saul they replaced my SMG with a white grade unity. Trusting the guns the game gives you by default.
You know, like how using the Nue pistol or whatever he has at the range for you in the shooting gallery, is the PROBLEM, not the solution. To suggest they use the dying night, is still admitting the shooting gallery is designed poorly. Because it means ignoring the gun the NPC himself wanted you to use.
