That said, the fact the go to advice even now us "Basically cheat" or "Why didn't you use an iconic super gun for essentially a tutorial mission!?" instead of "Aim faster" is telling for how poorly designed what should be a very basic mission is.
If you still can't do it, but have the DLC, you might be able to take the extra lazy pay 2 win route with the black market vendor in dogtown that sells "Missed" iconic weapons. (Why go out and find Dex's body when I can have a DLC vendor apparently do that for me?)

b) you can keep shooting at any target for at long as it is there?
You should be able to get at least 80 hits, and then you'll win
That is extremely odd. Maybe you need to reload the save?
You can win it easily just have a somewhat fast gun with a somewhat large mag
The go-to advice is the one Cracktober gave: "use a somewhat fast gun with a somewhat large mag". Add "shoot all the targets, not just the one in your lane", in case people have missed the line telling you that.
I used the Malorian Arms 3516 pistol and won with it yesterday
Pistols with a high firing rate or multishot with a large magazine like Dying Knight or Lizzy will do. Hit as many targets as many times as you can. Cyberware that increase reload speed or attack speed can help, but aren't necessary. Revolvers are also allowed, but will be too slow.
The reward is decent too, an iconic Lexington X-MOD2 automatic pistol.
The trick is you can actually shoot each targeting board multiple times.
You keep shooting the board until it goes completely up.
Shoot everyones lanes also.
And keep shooting that board non stop until its impossible to hit.
I easily gotten 80 points with a starting pistol.
Make sure you take any pistol with a high rate of fire, dont take a revolver or anything with slow reload.
Because you get points for each shot landed. Not just each target hit. As long as a target is down you can score points on it with every shot you land. 3 Shots on 1 target = 3 points.
