El Capitan never called in Phantom Liberty DLC

I've completed everything there is before a point of no return, including everything from Phantom Liberty DLC but never got a call from El Capitan about vehicle contracts nor a tutorial about them. What could be the issue?

AFAIK he's got a website now where you buy cars. All available are on the site, but you still have to unlock them.

Did you do the starting quest? It's marked with a green steering wheel on your minimap inside Dogtown. That is the only way to start it off.

Not just in dog town, they are everywhere. Look for the green steeing wheel icon on minimap. It randomly spawn itself near you.

But that won't start unless you get into the car with a green steering wheel mark in Dogtown.

That is an issue - I don't have that marker, don't even have "vehicle contracts" filter on map like, supposedly, everyone else

I just don't have the marker. At this point my map is completely empty of any quests or gigs. And nefore you ask, I drove around the Dogtown at least 4 times but marker never appeard (on internet people say that Muamar called them when they first left hideout, which didn't happen to me, so I think for some reason call never triggered)

It's not on your big map, it's on your minimap inside Dogtown. Drive around until you see the green steering wheel on it. This is the only way to start the vehicle contracts. For me it started just outside the "walled off" area leading to The Moth bar. He doesn't call you about it. Only when you get into the car marked with a green steering wheel on the minimap. :)
