Looks like a repurposed support for bungee jumping and parachuting to me. I have seen those with actual butt shaped straps, so be thankful CDPR didnt go that far.

The funny thing is that I'm using that Body Mod 2.0 thing (and I've never bothered playing unmodded), so I know her figure is... "enhanced" ... but with the mod installed, she has such a comically large bubble-butt that I start to wonder whether she already had a large butt even in vanilla... to the point where making it even bigger just looks absurd. I guess that would explain why she needs straps to hold her butt-cheeks up.
