The devs wasted their time adding these into the game in 2.0 and now they are wasting more dev time rebalancing them and messing with spawn rates, time they could've spent fixing some bugs.
They could've kept things simple and just made it so we got more cyberware capacity when we level up and fixed some bugs.
I am very lucky that after the decking changes/nerfs my fave deck is the Rippler (penultimate RAM capacity! Non-♥♥♥♥ traits, budget Cyber cost), and that my favorite DLC iconic cyberware are the cheaper ones like the peripheral inverse (Better "within 3m" flat damage reduction)
To be fair I am also saving a lot of points by just being too lazy to bother with the nervous system slots anymore. People who want to use Iconics in the OS slot sure as hell feel the jank more.
Early shards in a fresh save can feel good for the bump while filling up in the first place, but at the end it is too obvious things cost too much to justify "but you can grind for EXTRA!... Oh, no fair being mad about bugs/jank denying you the extra though" issues.
There's 80 cyberware capacity to find in shards. This mod removes the shard and increases your capacity as you level, topping out at +80 capacity @ lvl 60

This is how it should have been done.
the shards are a random drop with your level affecting the chance....as in the higher your level the lower the chance of a drop.
80 is how much there was before 2.1. The current max from shards is 67/68 depending on whether you're above or below level 25 when you find the cyberware shard chest in the parking garage during Dog Eat Dog. They moved the rest of the capacity you could have gotten from shards into the Chrome Compressor when they buffed it basically.
They are RNG, but they also have pity bonuses. Before level 60, they're 5% drop chance base, +1% for each enemy that doesn't drop one. Once you hit 100% you'll find a shard within 2-3 enemies, as long as you haven't already looted one that level, and are high enough level for a tier to drop. Level 60 severely reduces that drop chance though, with the worst being orange shards being reduced to .6% drop chance, with a .1% pity boost.
If your character was started after the 2.1 path, the max legit cyberware capacity without the chrome compressor is 354. The chrome compressor can push you to 424, but at the cost of your operating system. If your character was started in 2.0-2.02 you could have as much as 366 capacity without the compressor.
Any numbers higher than that were obtained with an item duplication exploit, and having more than 450 cyberware capacity breaks the system at the moment.
