Aaron from Scrolls Before Swine in Dino's bar.
Dude greet me nicely even tho I knocked him out and get him to go to jail. For some reason he got promoted to lieutenant role? Is this a bug or what?

Sounds like a bug. I did the same during the mission and he was not at the bar.

If you knocked him out, he doesn't go to jail, he gets blackmailed by Regina to use as an inside source at NCPD.
