Firewalls are not preventing you to make changes on your PC. Firewalls block incoming connections from the internet or from the local network.
Yeah sorry you're right, I meant to say windows defender, not firewall.
In the past windows defender had prevented me from saving games in TES Oblivion and I had to tell it to allow changes to that folder. I thought perhaps this might be the case for OP's problem. *shrug* Just trying to be helpful.

Yes, but that has always been the case. I always get that warning, but it hasn't affected video settings in the past. Are you saying the "keys unbound" message can cause this sometimes?
Not that I am aware of. Never have made changes to it.
