No Vehicle Contracts

Has anyone else had a problem where they get no vehicle contracts whatsoever? I'm level 32 with 50 street cred, done tons of side gigs and haven't gotten one vehicle offer yet. Base game only, unmodded.

If you mean the ones where you acquire vehicles for El Capitán then you can only start that by taking a marked car inside Dogtown. After that they show up everywhere.
If you mean the option to buy cars, it's all been compiled into terminals that you find around Night City or occasionally on the net.

They are on the net now... Go on a computer in game to buy a new vehicle.

Get on that vehicle store website on a computer (i.e. in your apartment).

Thanks both, I hadn't realized they got moved to the Auto Fixer site on computers. Also, I just got Phantom Liberty and I didn't get a text pointing me to that site until after I made the purchase and updated the files, so I must not have gotten a prompt before this.

You do the vehicle gigs to get a stacking discount on Autofixer, more vehicles you steal for him, the larger the discount until you buy a vehicle, then you need to steal more to start stacking the discount again. That's the whole point of doing them.
