Optical camo tiers

With my character Optical Camo tier 5++ appears to be a down grade from tier 5+. All the cyberware stat modifiers go down in value.

Decreased enemy vision falls from 3.8% to 2.1 %, for example.

Am i missunderstanding this ?

Cyberware was new with 2.0. So as expected it's buggy.
