You could always neutralize everyone, then no one will break your stealthy.
later you can go for silenced pistol builds (which wont oneshot every enemy but most of em) or throwing knife builds, you you can use oneshot hack builds in tandem with sonic shock. stealth options in this game are limited, the focus is more head on combat. which is more fun in my opinion, because thats where the AI of this game really shines.
and a thingy that make me get less fast detectable in general.
it not make me a ninja but for me it make enough to spot all cameras and enemies at least before they see me, so I take one or two out with strangling and then go sit behind something and just start shooting at the others. ( I only try real stealthy if it is like optional to stay undetected)
If i know where all of them are i just use mind wipe on first then spam burn synapse without a care for being tracked they sleep before they even manage :)
And i have no problems with stealth
Berserk stealth is also pretty cool if you don't mind digging yourself out of the trouble you get into when you mess up. Was more fun when kerenzikov worked with throwing knives though.
