How do I own (not just access) V's Penthouse? Do I need the TPL DLC for it? The wiki seems to indicate so but nothing concrete

You can't. It's only there for the ending sequence, you don't get to own it.

There’s a mod V’s edge runners mansion on nexus that will let you buy it. It adds an elevator and let’s you interact with everything.
