Question still stands, wtf is the point having cap 400 if it's legit impossible to reach?
Cyberware Capacity Shards are random drops, but they're also in the controlled loot table, meaning there's a fixed amount of each you can loot. In the base game, you can loot up to 7 green shards, 4 blue shards, 4 purple shards, and 2 orange shards. Owning Phantom Liberty doubles the amount of blue and green shards you can get, for a maximum possible bonus of +80 cyberware capacity from shards. Shards have a .05 base drop chance, which increases by .01 each time you don't get a shard, up to a maximum of 1. They cannot drop from containers, bosses, or Maxtac. There's also a limit of shards you can collect per level 1 green, .5 blue, .5 purple, and .333 orange per level, having Phantom Liberty again double the green and blue limits. Unused drops per level are rolled over to the next level. Capacity per shard is 2 for green, 3 for blue, 4 for purple, and 6 for orange.
Edit: After testing more with mod tools, that .05 drop chance above is not 5%, but .05%. So the damn things aren't bugged, just disgustingly rare since the max drop chance is 1%.
Ok see the issue here is that I got white and green shards quite often at the start of the game and then nothing for past 30+ hours.

if an enemy drops a shard and you dont pick it up then it still counts towards that max count, so if you somehow miss any shard you lose potential upgrades permanently
Due to the way loot works in this game, even modding the drop rate of shards to 100% you can do half a dozen NCPD scanners not find a single shard. Also, white shards don't exist.

Chrome compressor seems to exist to make the size of the cyber limit bar look more impressive than what you can honestly get out of it, even if you were fortunate enough to never miss any shard drops on a natural level 60 full plots run.

Last half of a playthrough I capped out at 288 in phantom liberty - I could not get any more after days of playing and I couldn't get the trash / dumpster glitch to work for CWC shards.
Calling someone a scumbag for explaining how to get 400 cyberware cap is pretty.... scumbag. I made an entire build using that OS and then I saw another build someone made using it. It's an option in the game for a reason. But go off.
