To me (and I'd wager to many others) it's not about "oh no, no nudes". The Internet is full of those, I get it. It's the fact that the devs start to parent and decide what's safe and what isn't in a video-game for adults. Adult people don't like being treated like children, so I guess that's why the distaste.

It's always been that way and always will be. There was a porno mag patched out of the US version of FFIV. GTA: San Andreas cut that sex scene that got its rating bumped from mature to adults only after people modded it back in. Even a lot of hentai games make you go to their site and download a patch to get the whole thing. They're trying to sell as many copies as they can and sex limits where and to whom you're selling to. It is what it is.

I agree with the OP. Maybe have an ingame option to turn nudity on or off ?

It's strange, but when this game was hyped up and ready to release, the nudity was probably a strong selling point (not just for t&a fapbait, but also because it's realistic in a setting about body modification), but since then, we've had a pretty big shift in public perception of that kind of thing where it's no longer acceptable to cater to a specific demographic. Then it's as simple as leaving the game alone. The devs and Studio made this game. it's their product, their build, their choice of what content does and does not go into this game. The decision is up to CDPR, not us.

Then the only options outside of finding a more compatible game for your taste or these:
- Make your own game
- Mod the game that you have.

Nexus has plenty of mods to choose from, including the ability to uncensor the Panam image.

The answer is governmemt regulation, as it pertains to each nations public decency laws.

As a general rule, different behaviours in a game are seen differently under most regulatory schemes. Yes the game depicts violence, but that violence is not realistic, and drug use is inferred rather than openly occurring. Sexual content is treated similarly...while sexual violence is largely inferred, child porn simply doesnt exist in the game world, and while that may be way out of step with the central theme of social decay in the game world, any other approach would see the game slammed by regulators world wide.

Studios pick and choose the social issues they want to address, simple as that. They dont owe any explanations, unless they go into really out of step territory.

Sure it could be argued that the inventory nudity is in the game, so therefore Panam should send a naked photo, but it's the Studio's call.

Mature is restricted, just as Rated R is restricted.

Porn falls under Adult Only / AO, or Rated X for films. All that I'm saying, is that there's a difference. There's a reason why this game isn't listed in the Adult Games category after all, because it isn't an adult game.
