About a car. If you mean the Hella (the black sedan), it is the same in each background. There are many other free cars around the map (background doesn't matter)
So does any start.
Corpo has you do a mission for your old boss. The Quest is called "War Pigs".
Nomad has you do a mission to regain your Car from the Prologue, called "These Boots are made for walking"
Streetkid has you do a mission for the Fixer whose mission introduces you to Jacky, called "Small Man, Big Mouth"
Plus the radio chatter in a NCPD car can be amusing at times.
The garage is largely a try before you buy emporium for many car types.
Technically it's part of a side quest, but you can always look up the garage code, grab the bike early, and still complete the rest of the quest later.
The traffic moves out of your way even if you're not in a police car, FYI. Especially when you approach at speed.
